China’s entry into the WTO was a cul­mi­na­tion of the lengthy nego­ti­a­tion process with a key agree­ment signed in 1999. The US and Chi­na signed a bilat­er­al agree­ment on Novem­ber 15, 199. Chi­na wants the US to go to the WTO to launch a com­plaint.
