The cities are getting enormous tax from the hotel motel taxes and they forget about the areas outside the circle. There should not be open-air drug areas and markets exist in America: Philly, San Fran, Baltimore, DC, Portland, Seattle, South Bronx. These areas negatively impact local communities through increased crime, decreased quality of life for residents and public health issues associated with addiction and drug use.
