We are not sure what the cartels have. We know that cartels are in all 50 states. Trump is going to crash the cartel economy. It will result in military operations.

So you have the troops, tariffs, and the Pentagon deploys the Stryker Brigade, an aviation battalion to the southern border, a combat team. Each battalion is about 4400 soldiers.
