After read­ing the Halde­man Report, which you very well know was sup­pressed by Domin­ion and then sup­pressed by the Biden Admin­is­tra­tion, I am appalled that SOS Raf­fensperg­er WILL NOT ensure these Domin­ion machine vul­ner­a­bil­i­ties are cor­rect­ed UNTIL AFTER the 2024 elec­tion. THIS IS NOT ACCEPTABLE!

The report has been in the hands of Domin­ion since mid 2021, and they admit their vul­ner­a­bil­i­ties. After sit­ting on this infor­ma­tion for over 2 years, only now is Domin­ion start­ing to work on patch­es. Domin­ion says they can­not update all vot­ing machines in Geor­gia BEFORE the 2024 elec­tion. Domin­ion says there is “not enough time”. On top of this, SOS Raf­fensperg­er stat­ed that he will not update / secure the machines until AFTER the 2024 elec­tions. THIS IS NOT ACCEPTABLE! (Maybe the GA House ought to impeach the SOS).

1) Domin­ion sat on this news for over two years; they have “start­ed” to fix the issue two years too late.

2) Domin­ion is in breach of their con­tract with the State of GA because they sat on their hands for two and a half years before attempt­ing to address vul­ner­a­bil­i­ties they knew exist­ed. If you are apprised of vul­ner­a­bil­i­ties and wait 2 years or longer to cor­rect the sit­u­a­tion, DOES THIS NOT MAKE DOMINION IN VIOLATION OF THEIR CONTRACT?

3) Domin­ion DOES NOT have a trust­wor­thy prod­uct, and as a tax­pay­ing cit­i­zen of the State of Geor­gia, I DEMAND that Geor­gia gets rid of the machines and uses PAPER Ballots.

The leg­is­la­tors of the State of Geor­gia have time to fix this. Dur­ing the 2024 Leg­isla­tive Ses­sion, which begins in Jan­u­ary and ends in April, GA Leg­is­la­tors CAN:

1. REMOVE GEORGIA FROM ERIC.

2. Clean out the vot­er rolls. Use the US Postal ser­vice address data­base and the Social Secu­ri­ty Death Index to ver­i­fy rolls.
a. Geor­gia is already sup­posed to have cleaned their vot­er rolls; there are still many deceased per­sons on the GA vot­er reg­is­tra­tion rolls. This is to be done to fol­low the Nation­al Vot­er Reg­is­tra­tion Act of 1993. GA has imple­ment­ed the Motor Vot­er reg­is­tra­tion part of the NVRA, but has GA also ensured that ONLY eli­gi­ble vot­ers (cit­i­zens only) reg­is­ter to vote? One must show proof of cit­i­zen­ship in order to reg­is­ter to vote.

3. MOVE to using only paper bal­lots. BAN all elec­tron­ic vot­ing equip­ment. I under­stand the Nether­lands and Ger­many have returned to paper bal­lots because of inse­cure bal­lot machines.

4. A vot­er MUST show Vot­er ID in order to vote
a. The argu­ment that vot­er ID dis­en­fran­chis­es a vot­er is hog­wash. If the low-income vot­er receives pub­lic assis­tance in the way of food stamps or Med­ic­aid they have to show an ID in order to receive that assis­tance, so they have an ID.

5. Ban mail-in vot­ing UNLESS the vot­er has a valid excuse as med­ical rea­son, mil­i­tary ser­vice, or busi­ness obligations

6. MOVE to make vot­ing a one-day process. Many coun­tries have a Sat­ur­day or Sun­day as their vot­ing day, while oth­ers have made vot­ing day a nation­al hol­i­day if vot­ing is done dur­ing the week.
a. Con­sid­er mak­ing vot­ing day a hol­i­day in GA UNLESS vot­ing day is a Sat­ur­day or Sunday.

7. Resize vot­ing precincts to 15K peo­ple so that peo­ple may vote in one day, and that the votes may be count­ed in one day

8. NO BALLOT HARVESTING.
a. The idea of one per­son col­lect­ing mul­ti­ple bal­lots MUST stop. For exam­ple, if per­sons in nurs­ing homes or assist­ed liv­ing are lucid enough to vote, that per­son can request a mail in bal­lot for med­ical rea­sons, and mail that bal­lot from the nurs­ing home or assist­ed liv­ing home.

9. New Vot­ing Trans­paren­cy requirements
a. Account for each and every bal­lot by assign­ing ser­i­al num­bers on spe­cial bal­lot paper to each and every bal­lot. Unused bal­lots MUST be account­ed for.
b. Adju­di­ca­tion rates on bal­lots MUST NOT EXCEED THE NORMAL per­cent­age of 3% of bal­lots adjudicated.

10. Bal­lot box­es being inside and mon­i­tored is a good start, but make sure some­one is respon­si­ble for view­ing tapes of the bal­lot box­es to ensure NO ONE IS stuff­ing bal­lots in the box­es is also needed.
a. Make every effort to iden­ti­fy and pros­e­cute a per­son iden­ti­fied as stuff­ing bal­lot boxes

Geor­gians deserve to know that each and every eli­gi­ble vote is count­ed. At this point in time, I, like hun­dreds of oth­ers, DO NOT WANT elec­tron­ic vot­ing machines. Please do all with­in your pow­er to restore con­fi­dence in the GA vot­ing process by enact­ing the above-men­tioned steps.
